But it seems like they are trying to get away with his chargeback and keep the item. So your seller blatantly lied to you knowing full well once the case was closed it would be considered resolved and unable to be reopened and the seller wouldn't be forced to refund.

One just has to figure out how to navigate the system. The 'dispute' part is for you to negotiate with the seller, if you can't reach a resolution then you need to escalate the dispute to a 'claim' for Paypal to get involved. If that fails and you paid with card, dispute through card issuer instead. Buyer admitted several times he was wanting to return for reasons of buyer remorse.
